Hamas Declares Conditions to Disarm if Israeli Occupation Concludes
According to the Palestinian resistance movement Hamas, the group is prepared to relinquish its weapons solely to a recognized "Palestinian state" contingent upon the full cessation of Israel's occupation. The organization emphasized that disarmament is not feasible amid continued military and political oppression.

Khalil al-Hayya, a prominent member of the Hamas politburo and the movement’s lead negotiator, stated on Saturday that their armament is directly tied to the ongoing occupation and aggression. He asserted that if the occupation concludes, these weapons will be relinquished to the state.
His office later clarified that the term “state” pertains to an autonomous and sovereign “Palestinian state.”
“The issue of weapons remains a topic of discussion between the factions and mediators, with the agreement currently in its initial phases,” he stated.
Hamas representative Al-Hayya has voiced the group’s acceptance of the deployment of United Nations forces tasked with serving as a separation mission between Hamas and the Israeli military. This mission would be responsible for overseeing border operations and ensuring compliance with a ceasefire agreement.
He underscored that Hamas firmly opposes any international initiative to forcibly disarm the resistance within Gaza.
The movement has consistently asserted that a two-state solution is merely a temporary measure, asserting that Palestinians uphold their “historic right to all Palestinian territories.”
In remarks concerning the situation in Gaza amid the ceasefire, al-Hayya criticized Israel for hindering the entry of materials into the region, suggesting that these actions give the impression that hostilities persist despite the truce.
He expressed dissatisfaction with the volume of aid flowing into the Gaza Strip and urged mediators to step in.
In spite of the agreement, Israel persists in breaching the ceasefire by restricting the flow of crucial supplies and conducting ongoing assaults throughout Gaza.
The Health Ministry in Gaza reported on Sunday that the Israeli forces have killed at least 367 Palestinians and injured 953 others since the ceasefire came into effect.
The ceasefire agreement between Hamas and Israel came into effect on October 10. As part of the accord, Israel consented to release 250 Palestinians serving life sentences and 1,700 individuals detained from Gaza since October 7, 2023, in return for the repatriation of all Israeli captives, regardless of their status.
The administration has committed to ceasing its military operations and reopening all border crossings into Gaza, facilitating unrestricted access to food supplies and allowing for the free movement of civilians from the currently blockaded region.
Despite ongoing efforts, crucial humanitarian aid remains obstructed.
The Israeli military breached the ceasefire agreement on at least 591 occasions between October 10 and December 2, according to the Government Media Office in Gaza. These violations reportedly included ongoing airstrikes, artillery fire, and direct shootings.
The second phase of the ceasefire, proposed by Trump, encompasses the disarmament of Gaza’s resistance factions, the deployment of an international military contingent, and the establishment of a foreign administrative body to manage daily governance. These conditions have been categorically rejected by the resistance, which views them as efforts by Washington and Tel Aviv to exert external control over Gaza’s future.
Since the commencement of Israel’s military actions in Gaza on October 7, 2023, at least 70,354 Palestinians have lost their lives, the majority of whom are women and children. Additionally, over 171,030 individuals have sustained injuries. Numerous victims are still trapped beneath the debris, as rescue teams face significant challenges in accessing these areas.
