Iraq Revises Terror Sanctions List Following Gazette Error

The Iraqi government has declared a revision to a recently released list of individuals and entities facing terrorist asset freezes, attributing the need for amendment to an error found in the Official Gazette.
The update comes after the release of Committee Decision No. (61) of 2025, published in Issue No. 4848 of the Gazette on November 17. This decision outlines sanctions in accordance with United Nations Security Council Resolution 1373 (2001). The list was created following an official request from Malaysia, aimed at individuals linked to ISIS and Al-Qaeda.
Officials have clarified that the published version mistakenly included names of parties and entities without verified connections to terrorist activities or the specified organizations. They attributed this error to the list being issued “prior to final revision.”
In an official announcement, approval has been confined strictly to sanction individuals and entities directly associated with ISIS and Al-Qaeda. An amendment notice will be released to eliminate unrelated names from the roster.
Subsequent to initial reports by the Gazette, it was clarified that the list mistakenly included Lebanon’s Hezbollah and Yemen’s Ansar Allah (the Houthis), entities that were not part of the formal request submitted by Malaysia regarding ISIS and Al-Qaeda.
Iraq has reiterated its dedication to working with the international community in the fight against terrorism, underscoring its commitment to observing due process in the application of financial sanctions.
